PURPOSE: A luminous anchor for indicating a road using solar energy and a road signal system using the same are provided to be stably inserted into a road by forming the outer shape of the luminous anchor using an outer body made of a transparent flexible material. CONSTITUTION: A luminous anchor(100) for indicating a road using solar energy comprises a collection plate(110), a battery(130), a light emitting body(140), a circuit board(120), and an outer body(150). The collection plate collects sunlight in the daytime. The battery stores the collected solar energy. The light emitting body emits light using the stored solar energy. The circuit board has a circuit element and a communication unit(122). The circuit element controls the light emitting of the light emitting body. The outer body is composed of a transparent material and is molded to surround the collection plate, the battery, the light emitting body, and the circuit board.
