PURPOSE: A wireless access providing apparatus in smart utility network operated as a television idle channel is provided to effectively use wireless traffic by transmitting various communication environment information, charging information, and real-time power consumption information. CONSTITUTION: An interference management information reception unit(201) receives interference management information which is necessary for managing the interference of one or more communication apparatuses. An interference management information analysis unit(202) calculates data including acquirable communication capacity, an interference reference value, an interference temperature, and interference temperature limit. A frequency band assignment unit(204) assigns available frequency band based one the calculated data and communication capacity requested by a secondary user.
