PURPOSE: Toner for developing electrostatic images, an image forming apparatus using the same, and an image forming method using the same are provided to reduce the contamination of background and to improve the quality of the images for a long period of time. CONSTITUTION: Toner for developing electrostatic image includes toner particles(1) and an external additive agent. The toner particles include a binding resin, a coloring agent, and a releasing agent. The external additive agent is attached on the surfaces of the toner particles. The external additive agent includes the combination of sol-gel-based silica particles(3), surface hydrophobicized fumed silica particles(5), and surface hydrophobicized titanium dioxide particles(7). The average spherity of the sol-gel-based silica particles is more than or equal to 0.8 and is less than 0.97.
