PURPOSE: A manufacturing apparatus for manufacturing a vehicle side seal panel and a manufacturing method thereof are provided to efficiently protect passengers in a vehicle collision because a side sill panel is press molded by using a super high tensile steel material. CONSTITUTION: A manufacturing apparatus for manufacturing a vehicle side seal panel comprises a first die(100) and a second die. The first die comprises an upper die(110) and a first lower die(120). The first die molds the bottom fillet surface. The upper part of the lower fillet surface is formed in the first upper die. The lower part(120a) of the lower fillet surface is formed in the lower die. The second die molds the upper fillet surface being positioned to be spaced from the lower fillet surface. The second die comprises a second upper die and a second lower die. The upper part of the upper fillet surface is formed in the second upper die. The lower part of the upper fillet surface is formed in the second lower die.
