PURPOSE: A coating solution for forming an insulation film with excellent surface characteristics and a method for forming an insulation film on electrical steel sheet using the same are provided to prevent a glass film of an oriented electric steel sheet from becoming defective. CONSTITUTION: Coating composition for forming an insulation film with excellent surface characteristics comprises an inorganic pigment of 0.1~18%, silica of 22~72%, and phosphate of 10~60%. The inorganic pigment comprises at least one sort selected from a group, which comprises Co_2TiO_4 of 0.1~3.0%, (Ti,Ni,Sb)O_2 of 0.1~5%, and CoAl_2O_4 of o.1~10%. The grain size of the silica is 1~100mm. The phosphate is the mixture of first aluminum phosphate and second magnesium phosphate.
