PURPOSE: A high-chrome steel rolling roll and a manufacturing method thereof are provided to minimize a chilled layer formed in the interface between a shell and a core. CONSTITUTION: A high-chrome steel rolling roll having a core-shell structure comprises a roll-shaped inner core and an outer core formed on the exterior surface of the inner core. The outer core is formed of graphite steel including C(Carbon) of 1.8-2.3wt.% and Si(Silicon) of 1.5-1.8wt.%. The shell is formed of steel including Cr(Chrome) of 10-15wt.%.
