A road traffic flow simulation sets the ratio of electric vehicle models to the total number of vehicle models, which simulate electric vehicles by having a remaining capacity of electricity with which a storage battery is charged as a property value, and the number and installation locations of charging station models which carry out charges of the storage batteries of the electric vehicle models. Then, the road traffic flow simulation computes the remaining capacity of the storage batteries of the electric vehicle models which travel over a road network model, which simulates a road network including a plurality of roads and intersections which connect one road to another road. Then, the road traffic simulation selects a charge station model for charging the storage batteries, which corresponds to an EV model for which charging is required, which is a model wherein a value which is based on the computed remaining capacity of the storage batteries is below a predetermined threshold value. Accordingly, it is possible for the road traffic flow simulation to simulate the charging actions of electric vehicles.
