<P>PROBLEM TO BE SOLVED: To solve the following problem: a conventional system, which starts charging after battery pack connection is detected and a charger outputs a charge control voltage to activate a battery control circuit for its communication with the charger using the battery pack and to reach a chargeable state, has such low safety that a high voltage is output from the charger under an erroneous detection state of the battery pack caused by foreign matter or the like. <P>SOLUTION: The charging system includes a charger and a battery pack that are connected through positive/negative terminals and a communication terminal. After the connection detection of the battery pack, the charger outputs a low voltage to activate a battery control circuit for its communication with the charger using the battery pack and to reach a chargeable state.
