<P>PROBLEM TO BE SOLVED: To prevent the adhesion of a toner on a heating rotator and reduce a heat loss in the heating rotator to reduce the power consumption, in thermally fixing a toner image formed on a recording medium to the recording medium by a fixing device having the heating rotator. <P>SOLUTION: In a fixing device 30 having a heating roller 31 for thermally fixing a toner image formed on a recording medium S, a release layer 31d is provided on the surface of a base body 31a of the heating roller. The release layer 31d contains low-emission particles 31e having an emissivity lower than that of the material of the release layer 31d.
