PURPOSE: A powerless moving doctor-blade device is provided to keep a roll clean by automatically removing foreign materials from the roll surface. CONSTITUTION: A powerless moving doctor-blade device comprises an idle roll(100), a moving housing(200), a first power transmission unit, a cleaning unit(400), and a second power transmission unit(500). The moving housing is installed to move in the axial direction of a looper top roll. The first power transmission unit transfers the torque of the idle roll to the moving housing so that the moving housing moves in the axial direction of a looper top roll when the idle roll rotates. The cleaning unit is coupled to the top of the moving housing. The second power transmission unit is installed inside the moving housing and moves the cleaning unit toward the looper top roll when the moving housing moves.
