<P>PROBLEM TO BE SOLVED: To suitably suppress a possibility of deterioration of controllability for a control amount of a motor generator even in a case of a rotation speed of zero, because an operation signal by a synchronization control unit is regulated in synchronization with a rotation angle. <P>SOLUTION: An operation signal generation part 28 generates an operation signal g*# for an inverter based on a phase δ as an operation quantity for feedback-controlling an estimated torque Te to a request torque Tr, a norm Vn regulated by an open loop control depending on an electrical angular speed ω and the request torque Tr, and a detected value of a rotation angle θ.
