A method for realizing energy saving in a communication system. A base station will enter a hibernation state if no residence of user equipment is detected in a cell. The method includes: receiving, by the base station in the hibernation state, a response signal sent from the user equipment, wherein the response signal is sent after the user equipment receives a paging signal sent by the base station with a period which is N times the length of a radio frame; and the base station switching to an activated state. Also provided are an energy-saving base station and a Femto cell access gateway. The application range is extended, since it is not dependent on whether or not the user equipment sends signals to the macro network. Since whether or not to enter the activated state is decided directly according to the feedback from the user equipment, whether there is residence of user equipment in a Femto cell can be sensed more accurately, improving the accuracy of state switching and thereby improving the reliability of smart energy-saving in the Femto cell.
