<P>PROBLEM TO BE SOLVED: To provide a cold plastic working apparatus capable of applying cold plastic working efficiently to metal powder. <P>SOLUTION: The cold plastic working apparatus 100 for applying cold plastic working to metal powder includes: a die 1 for storing the powder; and punches 11a, 11b moving along the inner periphery of the die 1 and providing shearing plastic strain to the powder.
