PROBLEM TO BE SOLVED: To provide a flexure substrate for suspensions, a suspension, a suspension with a head, a hard disk drive and a method of manufacturing a flexure substrate for suspensions that can prevent generation of wiring defect in spite of structures in which first wiring intersects second wiring in three dimensions.

SOLUTION: In a section where first wiring intersects second wiring in three dimensions via an insulator layer, the second wiring intersects the first wiring in a direction almost orthogonal to the first direction on a flat face.
