<P>PROBLEM TO BE SOLVED: To enhance frequency utilization efficiency even when an available frequency band is narrow. <P>SOLUTION: A transmission device 1 has: a free band detection circuits 1-6 detecting a frequency band that is available in the device; and a transmission spectrum extraction circuits 1-3 extracting, based on a bandwidth of the available frequency band, a signal that is a part of a spectrum of a signal modulated by a transmission signal and corresponding to a part that has not been transmitted by then, and transmitting the extracted signal. A reception device 2 stores a base band signal generated from the received radio signal in a storage circuits 2-6; generates a new base band signal by synthesizing the stored base band signal and a newly received radio signal; and generates an ACK signal and transmits the signal to the transmission device 1, when the signal is received normally.
