PROBLEM TO BE SOLVED: To allow a communication device which has a possibility of connecting to multiple control devices to effectively use a communication band.

SOLUTION: A control device includes: associating means for associating the control device with a communication device; detection means for detecting another control device associated with the communication device which has been associated by the associating means; and setting means for setting, as a communication band which the control device uses for communication, a communication band which another control device uses for communication if the detection means has detected the other control device.
