Disclosed is an IP address allocation method, and also disclosed is an IP address allocation device. Embodiments of the present invention can simplify a process in which a GGSN allocates an IP address, and improve performance of the GGSN. The method according to the embodiment of the present invention comprises: receiving a request message initiated by an SGSN for creating a service PDP context of a user; obtaining a service list of the user; selecting services with different APNs from services recorded in the service list, and judging whether same VPNs exist in VPNs corresponding to the services with different APNs; if no, sending to the SGSN a response message for creating the service PDP context of the user, and using the IP address of a default PDP context as the IP address of the service PDP context to activate the service PDP context.
