Provided is a method for manufacturing a hot-water heater, which is capable of obtaining a stable heat exchange characteristic by applying appropriate contact surface pressure between heat medium flow tubes and heater members which constitute the hot-water heater and improving reliability by increasing the joining strength between the heat medium flow tubes by a simple and easy manufacturing step. A method for manufacturing a hot-water heater is provided with: a heat medium flow tube formation step for forming a heat medium flow tube (2) by brazing a tube constituting member (6); a positioning/pressure application step for arranging a plurality of heat medium flow tubes (2) parallel to each other, disposing heater members (4) between the heat medium flow tubes (2), and applying pressure in the stack direction of the heat medium flow tubes (2) and the heater members (4) such that the heater members (4) closely adhere to heater contact surfaces (7) of the heat medium flow tubes (2) while positioning the heat medium flow tubes and the heater members; and a tube joining step for joining the heat medium flow tubes (2) while being positioned in the positioning/pressure application step.
