PURPOSE: A thick steel plate with excellent strength and low-temperature toughness and a manufacturing method thereof are provided to obtain more than 680 MPa of high tensile strength and more than 300J of low-temperature toughness at -20°C. CONSTITUTION: A thick steel plate with excellent strength and low-temperature toughness is composed of 0.13-0.15wt.% of carbon, 0.20-0.65wt.% of silicon, 0.4-0.6wt.% of manganese, 1.3-2.3wt.% of chromium, 0.6-1.1wt.% of molybdenum, 0.1-0.2wt.% of nickel, 0.1~0.2wt.% of copper, 0.2-0.6wt.% of aluminum, below 0.008wt.% of phosphorus, below 0.020wt.% of sulfur, residual iron, and inevitable impurities.
