PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of preventing degradation in the quality of toner and preventing decrease in image density even when an image with a low entire printing rate and a high partial printing rate is formed.

SOLUTION: The image forming apparatus includes: an entire printing rate detecting unit 311, which acquires an entire printing rate as a printing rate of the entire page; and a partial printing rate detecting unit 312, which acquires a maximum of a partial printing rate that is a printing rate in a partial region of the page; and a control unit 32 which controls to decrease the rotational speed of a developing roller 51Y with decrease in the entire printing rate as well as to increase the rotational speed of the developing roller 51Y with increase in the maximum of the partial printing rate.
