<P>PROBLEM TO BE SOLVED: To detect falsification of a vehicle speed signal and suppress an engine output when a vehicle speed signal is falsified. <P>SOLUTION: A falsification detection unit 18 with a built-in computer calculates a first vehicle speed V1 according to a pulse signal proportional to the rotation speed of a drive wheel 12 outputted from a vehicle speed sensor 14 and a second vehicle speed V2 from variations in vehicle position measured by a GPS receiver 16 or from the output signal of the GPS receiver 16. In addition, the falsification detection unit 18 operates a warning display device 22 and outputs a falsification detection signal to an engine control unit 20 for electronically controlling an engine when it determines that a vehicle speed signal is falsified based on the comparison of the first vehicle speed V1 with the second vehicle speed V2.
