<P>PROBLEM TO BE SOLVED: To accurately determine the deficit of a fillet roller by simple control. <P>SOLUTION: A power change amount integrated value ΔPj and a power change amount maximum value ΔPmaxj are calculated using a power change amount ΔPj per a predetermined time that is sequentially calculated (step S102-S108, S114). An allowable value range ΔPjmav±3σsj and ΔPmaxjmav±3σmj are set using most recent 20 power change amount integrated values ΔPj-19-ΔPj and power change amount maximum values ΔPmaxj-19-ΔPmaxj that include the power change amount integrated value ΔPj and the power change amount maximum value ΔPmaxj (step S112-S118). Whether or not the fillet roller R has a deficit is determined depending on whether the power change amount integrated value ΔPj and the power change amount maximum value ΔPmaxj are within the allowable value range ΔPjmav±3σsj and ΔPmaxjmav±3σmj (step S120).
