<P>PROBLEM TO BE SOLVED: To solve a problem that the cost reduction of a conventional Pelton wheel is limited due to the complexity of its structure and assembly, and necessity of a machining device therefor, and the price of the wheel of a small power generation capacity is too high to be easily obtained by an individual or a small community. <P>SOLUTION: In a Pelton wheel, cup-shaped buckets are mounted substantially at an equal spacing on outer walls of a substantially cylindrical wheel body in which the outer walls are substantially vertical, and a bottom side has a flat shape.
