In order to implement a voice output function while maintaining the operability and portability of a blood sugar measurement device, the present invention is a portable phone (300) provided with an application for implementing a voice output function. The portable phone is provided with: a communication unit (310) which starts communication for receiving a signal transmitted from a blood sugar measurement device by starting the application; a voice data storage unit (373) which stores voice data indicating the contents of operation of the blood sugar measurement device; a voice selection unit (375) which, when a signal including an identifier corresponding to the internal state of the blood sugar measurement device is received, selects voice data corresponding to the internal state from among pieces of voice data stored in the voice data storage unit; and a reproduction processing unit (374) which outputs the voice data selected by the voice selection unit (375).
