PURPOSE: A method for treating a surface of a metal sheet is provided to improve the productivity of a coated steel sheet with simplifying a manufacturing process by forming a chemical thin layer. CONSTITUTION: A method for treating a surface of a metal sheet is as follows. The surface of the metal sheet is washed and a substrate layer(110) is formed. A chemical thin layer(120) is formed on the substrate layer while the substrate layer is dipped in a copper-substituted plating solution. The chemical thin layer is painted and a coated layer(130) is formed on the chemical thin layer.
