<P>PROBLEM TO BE SOLVED: To save as many as possible of human lives including elderly people and children, while thinking of silent voices of numerous persons dead or missing in the great earthquake, or of the death or the missing in the future. <P>SOLUTION: A person can reach an entrance of a shelter road by a 5 to 6 minutes walk upon being prepared for an evacuation regardless of which location in the region he/she is.
