<P>PROBLEM TO BE SOLVED: To increase image quality by preventing a developer from adhering to a developer carrier. <P>SOLUTION: A developing roller (developer carrier) 15 is adapted to supply a developer to a latent image carrier (photoreceptor drum) 11, and includes a base material 52 and a treatment layer 53 formed on a surface of the base material 52. The treatment layer 53 contains acrylic resin, or acrylic resin and urethane resin, and a content of the acrylic resin is 50 to 100 wt.%.
