<P>PROBLEM TO BE SOLVED: To provide a waste license management system in which update management of a waste license can be surely and automatically performed and a discharge undertaker is allowed to grasp an update situation of the waste license. <P>SOLUTION: A management server which performs update management of a waste license, a terminal that a waste discharge undertaker manages and a terminal that a waste processing undertaker manages are connected over a network. The management server includes storage means, notice creation means 38 which creates a notice by editing a notice model, data transmitting/receiving means 33 which transmits/receives data, data conversion means 32 which converts image data into character data, and database management means 31 which monitors a database, and reads out and updates data. A notification sentence is created which notifies how many days remain until an update limit of a waste license, and automatically transmitted to the terminals.
