PROBLEM TO BE SOLVED: To provide a technique capable of improving image quality of an image displayed on the basis of transmitted image data, without deteriorating convenience of a user due to delay occurred by the transmission of the image data.

SOLUTION: An image processing system 1 includes an image encoding apparatus 10 as a host device that outputs image data and an image decoding apparatus 30 as a client device having a display unit 34 that displays an image on the basis of the image data transmitted from the image encoding apparatus 10. The image encoding apparatus 10 has an image quality control unit 15 that controls image quality of the image displayed on the display unit 34 in accordance with an operation situation SA of the image processing system 1, and the image quality control unit 15 improves the image quality of the image displayed on the display unit 34 in the operation situation allowing delay of image display occurred by the transmission of the image data to the image decoding apparatus 30 from the image encoding apparatus 10.
