<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus, capable of further improving energy-saving performance. <P>SOLUTION: An MFP (Multifunction Peripheral) 20 having at least two states, a general state and an energy-saved state in which consumption of energy is lower than in the general state, includes: a state management unit 41 which changes the state; a determination value counter 43 which stores a determination value that is a value for determining a state change; and a state prediction unit 42 which changes the determination value stored in the determination value counter 43, and determines whether to cause the state management unit 41 to change the state based on the determination value stored in the determination value counter 43.
