Provided are a multi-chip system and the like for reducing the total power of a multi-chip system. A multi-chip system having at least two chips for executing tasks comprises: a first holding unit (4) for holding for each chip the leakage current information about the leakage current characteristics of transistors on the chip; a second holding unit (5) for holding for each chip the thermal resistance information about the difficulty with which heat passes from each of the chips to an external unit of the multi-chip system; a power estimation unit (6) for estimating the leakage power of each of the chips on the basis of the leakage current information and the thermal resistance information in the case that task processing has been allocated; a power comparison unit (7) for comparing the power consumption including the leakage power; and a task management unit (8) for allocating tasks to the chips so as to reduce power consumption in accordance with the comparison results.
