A suspending and moving device comprises a longitudinal rail 10 mounted horizontally on an upper side of a wallboard 80 of an outer wall. The device includes at least one sliding bracket 20 mounted slidably on the longitudinal rail, driven by a motor 23. At least one vertical rail 30 is suspended downwardly from a lower side of the sliding bracket 20. The device is characterised by a vertical rail positioning device which includes: at least one transverse shaft 40 mounted on the wallboard parallel to the longitudinal rail, where the transverse shaft includes two ends pulled tightly and mounted securely on two sides of the wallboard; and at least one leaf-shaped stopping assembly 60 mounted on an intersection of the vertical rail and the transverse shaft and mounted on a sliding member 63 that is mounted slidably on the vertical rail. At least one moveable basket is mounted upon a sliding member 51 which itself is mounted slidably on the vertical rail. The moveable basket can move vertically or transversely. Maintenance workers are carried by the movable basket, or a brush mechanism is mounted on the moveable basket to clean the wallboard.
