PURPOSE: A restarting system of an internal combustion engine when restarting an engine is provided to smoothly restart the internal combustion engine as the proper timing for engaging the pinion of a starter and a ring gear is determined. CONSTITUTION: A restarting system of an internal combustion engine when restarting an engine comprises a starter, a monitor unit, and a driving unit. The starter comprises a motor(12) and an actuator(14). The motor rotatably drives an output shaft(12a) with a pinion(13). The actuator engages the pinion with a ring gear(23) by moving the pinion. The monitor unit monitors the rotational speed of the internal combustion engine(21) when the internal combustion engine is stopped. The driving unit drives the actuator in order that the pinion is engaged with the ring gear while the rotational speed of the internal combustion engine decreases.
