PURPOSE: A marine life observation device using a buoy body and a pulley and a fixing method thereof are provided to effectively and stably maintain the position of buoys in flexible response to changeable conditions of the sea or the seabed. CONSTITUTION: A marine life observation device using a buoy body and a pulley comprises an upper buoy(10), a machine part, a information collecting device, and a cable. The upper buoy floats on the sea and the machine part is arranged in the buoy. The information collecting device collects information of the sea or the seabed. The cable delivers the information of the information collecting device to the machine part. The upper buoy is connected to a buoy body(50) through a connector(30) moving on a pulley(70). The pulley is fixed on the seabed.
