PURPOSE: A thick plate manufacturing device and method are provided to roll a thick material directly in a longitudinal rolling unit, thereby improving productivity. CONSTITUTION: A thick plate manufacturing device(100) comprises a transfer unit(50), a press device(40), and rolling units(20,30). The transfer unit has a plurality of transfer rollers(52) for transferring slab(S). The press device presses the slab transferred by the transfer unit to transform the slab. The rolling units roll the transformed slab.
