PURPOSE: A system for generating a sterilizing agent is provided to easily eliminate microorganisms by electrolyzing tap water and generating the sterilizing agent based on low voltages. CONSTITUTION: A system for generating a sterilizing agent includes an electrolyzing cell(340) and an AC-DC current converting part(330). The electrolyzing cell is composed of an anodic current electric supplier, an anode catalytic bed, a cathodic current electric supplier, a cathode catalytic bed, and a membrane maintaining a distance between the anode catalytic bed and the cathode catalytic bed. The anode catalytic bed is based on iridium oxide, and the cathode catalytic bed is based on platinum. The anode catalytic bed is formed at the anodic current electric supplier, and the cathode catalytic bed is formed at the cathode current electric supplier. A distance between the anode catalytic layer and the cathode catalytic layer is between 10 and 200um. The thickness of the membrane for maintaining the distance is between 10 and 200um.
