PURPOSE: A network access method and femto base station therefor are provided to respectively offer local breakout functions to subscribers by using a service defined by a femto cell. CONSTITUTION: A user interface unit(110) receives a user request in order to divide levels according to subscribers or subscriber groups. A domain establishment unit(120) establishes accessible domains according to levels of the subscriber groups or the subscribers. A communication unit(130) receives traffic packets from one or more subscriber terminals and transmits the traffic packets to the subscriber terminals. A control unit(140) provides access rights to the traffic packet received from the subscriber terminal according to the level of the subscriber or the subscriber group. The control unit processes the routing of the traffic packet according to the access rights.
