PURPOSE: A closed base station and operation method of non-subscribers are provided to increase the utilization ratio of wireless resources by avoiding interference states of a non-subscriber terminal for an adjacent closed mode minimum base station. CONSTITUTION: A closed BS establishes interference preamble for interference state notification through system information broadcast(S61). When the interference preamble appointed by a non-subscriber terminal within a service area is transmitted, the closed base station inspects a current service state(S66). The closed base station avoids interference situations by controlling power and by inducing the non-subscriber to execute handover according to the inspected current service state(S613,S614).
