PURPOSE: A transition metal is provided to have excellent electric conductivity without interrupting the contact between an electrode active material and an electrolyte, thereby imparting inherent electrochemical properties of an electrode active material. CONSTITUTION: A transition metal comprises aggregate of a primary particles of a transition metal compound as an electrode active material, and a fiber type carbon material. The density of the fiber type carbon material in a surface part is higher than inside the aggregate. The fiber type carbon material comprises a non-functionalized fiber carbon material, and surface-functional fiber type carbon material. The weight ratio of the non-functionalized fiber carbon material to the surface-functional fiber type carbon material in the surface part is higher than inside the aggregate.
