PURPOSE: A light emitting device and a light emitting device package are provided to increase the extraction efficiency of light emitted from an active layer to a second conductive semiconductor layer by forming a conductive layer on the second conductive semiconductor layer. CONSTITUTION: A substrate(110) supports a light emitting structure(120). The light emitting structure includes a first conductive semiconductor layer(122), an active layer(124), and a second conductive semiconductor layer. A buffer layer(115) is formed between the substrate and the light emitting structure. An ion implantation insulating layer(130-1) is formed on the lateral inside(129) of a mesa structure(128). A conductive layer(140) is formed on the second conductive semiconductor layer.
