PURPOSE: A sequence preserving encoding apparatus and a method thereof are provided to perform encoding/decoding operation by using a pseudo-random number generating unit. CONSTITUTION: An initializing unit(110) offers an interface capable of setting up a pseudo random number generating unit to a interface. A reference point generating unit generates a reference point about a plain text by applying a secret key to the pseudo random number generating unit. A plain text controlling unit(140) controls the size of the plain text according to the encoding sentence.
