PURPOSE: Mobile communication network controlling apparatus and method for energy efficiency are provided to save energy required for operating mobile communication networks by controlling the operational mode of base stations based on power consumption or the locations of terminals. CONSTITUTION: A calculating part(201) calculates first total power consumption to base stations with a first cell as a coverage range and second total power consumption to base stations with a second cell as a coverage range. If the first total power consumption is more than the second total power consumption, a processor(203) turns on the base station under a high output mode and turns off remaining base stations. The second total power consumption is calculated by considering power consumption required for transmitting data per time in the base stations under a high output mode and considering the average traffic demands per time of terminals located in the second cell.
