PURPOSE: A distribution video transcoding method and an apparatus thereof are provided to perform prediction between images by applying a motion vector as a prediction motion vector. CONSTITUTION: A sub information generating unit(202) generates sub information. A search region and motion vector setting device(203) sets up a prediction motion vector through used motion vector. A processor modifies error included in the generated sub information. The processor performs decoding of the modified sub information. The processor outputs a decoded Wyner-Ziv frame.
