PURPOSE: A method for controlling handover and a method for detecting the loss of packets are provided to shorten times required for detecting mobility by using a return link encapsulation(RLE)-based trigger signal between networks as a handover-start-reference signal. CONSTITUTION: When a mobile router enters in a rainfall reduction section, a foreign agent to a wireless network is searched and registered and handover from a satellite network to a wireless network is executed based on an RLE-based trigger signal and a radio link trigger signal. When the mobile router exits from the rainfall reduction section, handover from the wireless network to the satellite network is executed based on the RLE-based trigger signal and a satellite link trigger signal(230).
