In the present invention, it is not necessary to prepare a program for a control device in a higher level device beforehand, and programs of the same version can be used in respective control devices. A higher level device is connected with a plurality of control devices each of which is operated by a program retained by each control device itself, and the higher level device acquires a delivery file from the first control device, the delivery file being a file for updating a program and being generated on the basis of the program retained by the control device itself. When the delivery file is acquired by a delivery file acquisition means a command for updating a program is transmitted to a second control device which is a different control device from the first control device. In response to a delivery request from the second control device, the delivery file acquired by the delivery file acquisition means is transmitted to the second control device. |
