<P>PROBLEM TO BE SOLVED: To provide a picture matching toy full of interest attaining a rotary picture matching play with a plurality of symbols using one support body even in the picture matching toy using rotation bodies enabling even a toddler to easily play, and to provide a picture matching toy set. <P>SOLUTION: The picture matching toy 1 including a plurality of disk-like rotation bodies on the surface of a plate-like body includes the support body 2 formed to project the upper faces of the rotation bodies from the plane of the body; a background picture 4 placed on the support body 2 and having a plurality of hole parts 41 penetrated by the respective rotation bodies; and picture piece parts 5 placed on the rotation bodies to form an image together with the background picture 4.
