PROBLEM TO BE SOLVED: To enable the detection of a packet loss without either setting a sequence number to a packet or reporting the number of received packets from the reception side to the transmission side.

SOLUTION: A transmission-side control device 110 transmits a prescribed number 102 of scheduled packets in each control period 103. A reception-side control device 200 includes control information storage unit 290, packet receiver unit 210, reception packet count unit 220 and packet reception abnormality detector unit 230. The control information storage unit 290 stores a number 102 of scheduled packets beforehand. The packet receiver unit 210 receives packets 101 transmitted by the transmission-side control device 110. The reception packet count unit 220 counts the number of received packets 101 in each control period 103. The packet reception abnormality detector unit 230 compares the number 221 of the received packets with the number 102 of scheduled packets in each control period 103, and determines the existence of non-received packets 101.
