<P>PROBLEM TO BE SOLVED: To facilitate decoding of bit streams of different encoding systems and generation of the bit streams. <P>SOLUTION: A CABAC calculation decoding part 121 which is a first decoding part decodes a bit stream of CABAC and generates binary code data which is an intermediate stream. A CAVLC decoding part 122 which is a second decoding part decodes a bit stream of CAVLC and generates a syntax element. A syntax conversion part 123 converts the syntax of the CAVLC to the syntax of the CABAC. A binary encoding part 124 which is a first encoding part executes binary encoding of the syntax element after syntax conversion and generates the intermediate stream. After the intermediate stream is tentatively stored in a buffer 23, binary decoding is executed, and intra-loop decoding is executed using the obtained syntax element.
