<P>PROBLEM TO BE SOLVED: To provide an electromagnetic plate sheet having a chromium-free insulating film which is excellent in rust prevention property and adhesion and does not cause sticking caused by stress-relieving annealing after punching even when the annealing atmosphere is an oxidizing atmosphere. <P>SOLUTION: An insulating film free from Cr and having a thickness of 0.1-2 μm is formed on the both surfaces of an electromagnetic steel plate. The insulating film includes fine particles being more easily oxidized than iron, preferably carbon black, in an amount of 1-10 mass% as a solid content, with the balance including 50-90 mass% of a primary phosphate of at least one kind of metal selected from Al, Mg, Ca, Sr, Ba and Zn and 5-50 mass% of an organic resin or including 40-90 mass% of the primary phosphate, 5-50 mass% of an organic resin, and 5-10 mass% of silica. <P>COPYRIGHT: (C)2012,JPO&INPIT |
