<P>PROBLEM TO BE SOLVED: To provide a structure for fixing a waterproof sheet, which prevents sinking of a heat insulating material even if a fixing disk disposed on the heat insulating material is sufficiently fixed by a screw, when the waterproof sheet is fixed by a mechanical fixing method, in the case where a heat insulating construction method is employed for a waterproof structure of a roof top, a veranda and a balcony in a building. <P>SOLUTION: A reinforcing material 4 passing through a heat insulating material 2 is provided on a substrate 1, and a disk fixing screw 6 is driven into the reinforcing material 4 from above a fixing disk 5 disposed on the reinforcing material 4, so that the fixing disk 5 can be fixed to the reinforcing material 4. A waterproof sheet 3 for being fixed by the fixing disk 5 is provided.
